How Facebook ad campaigns work

If you are learning Facebook (Meta) ads, start here. A Facebook campaign is simpler than it looks once you understand two things: the three-level structure you build in, and how Meta decides who actually sees your ad. This guide covers both in plain language.

The three levels of a Facebook campaign

Every campaign in Meta Ads Manager has three levels, and each one has a different job.

  • 1. Campaign level, the goal. You choose the objective: Awareness, Traffic, Engagement, Leads, App Promotion or Sales. This is the most important decision, because it tells Meta what outcome to optimise for. You can also turn on Advantage+ campaign budget here.
  • 2. Ad set level, the who, where and how much. You define the audience (location, demographics, interests, custom and lookalike audiences), choose placements (Facebook, Instagram, Messenger, Audience Network), and set the budget, schedule and optimisation event.
  • 3. Ad level, the creative. You build what people see: the image, video, carousel or collection, the copy and headline, the call-to-action button, and the destination link.

Think of it as goal, then audience, then message. Get the top level right and the rest has something to aim at.

Choose the right objective

The objective aligns Meta’s algorithm with your business goal, so choosing it well matters more than any other setting:

  • Sales: online or offline purchases.
  • Leads: form fills, enquiries and quote requests.
  • Traffic: clicks to your website, app or Messenger.
  • Engagement: messages, calls, video views and post engagement.
  • Awareness: reach and brand recall.

A common beginner mistake is choosing Awareness or Engagement when the real goal is leads or sales. That tells Meta to find cheap likes instead of buyers.

How Meta decides who sees your ad

Here is the part most beginners miss: Meta does not show your ad evenly to everyone in your audience. For each impression it runs a fast auction and favours the people most likely to take your chosen action. So even with an audience of 800,000, your ad may concentrate on the roughly 80,000 people most likely to respond. That is why the same audience can feel small: Meta is trying to spend your budget on the people who will act.

The same logic applies to your ads. This is what usually happens inside an ad set:

  1. Meta begins delivering your ads at a similar pace.
  2. As soon as one ad starts getting results, the system notices.
  3. That ad receives more impressions, because it is the one people respond to best.
  4. The weaker ads stop getting shown, so effectively only the strongest ad runs.
  5. Meta then shifts delivery toward the placements, devices and demographics that respond best.

Because of this, running too many ads in one ad set wastes budget on variants that never get a fair test. Three to five strong creatives is a good range. Watch the reports in Ads Manager, keep the winners, and replace the ones that do not perform.

Ad formats you can use

At the ad level you can choose the format that fits your message: single image (simple and great for testing), video and Reels (higher engagement, favoured by Meta), carousel (up to 10 cards for multiple products or a story), and collection (a mobile shopping experience). Video and vertical formats work especially well for Stories and Reels.
