Facebook targeting options: reach the right people in the UAE

Short answer: Facebook targeting works in three layers. Core audiences use location, age, interests and behaviour. Custom audiences use your own data, such as website visitors or a customer list. Lookalike audiences find new people who resemble your best customers. In UAE accounts the last two usually do the heavy lifting.

Meta (Facebook, Instagram, Messenger and WhatsApp) reaches almost the entire UAE adult population. Meta’s own advertising tools report 9.70 million people reachable on Facebook here, about 85 percent of the population, and 8.05 million on Instagram (DataReportal, Digital 2026). That reach only pays off when you point it at the right people. Facebook targeting falls into three groups, and the strongest campaigns combine all three.

1. Core audiences

Core targeting builds an audience from scratch using what Meta knows about its users:

  • Location: countries, cities, neighbourhoods, or a radius around a point. Target people who live there, were recently there, or are travelling through. Useful for Dubai businesses serving specific areas, malls or communities.
  • Demographics: age (13 to 65+), gender, language, education, job title and industry, relationship status, and life events such as recently moved or engaged.
  • Interests: hobbies, entertainment, sports, shopping and dining preferences, and more.
  • Behaviours: purchase behaviour, device usage, travel patterns, and segments like frequent travellers or small business owners.

Language is a strong signal of nationality in the UAE. Arabic, English, Hindi, Urdu, Tagalog and others let you speak to each community in its own language, but keep it broad enough not to shut out buyers.

2. Custom audiences

Custom audiences target people who already know you, and they usually convert best:

  • Website visitors captured by the Meta Pixel, including visitors to specific pages or by time on site.
  • Customer lists uploaded as email or phone data, matched securely.
  • Engagement audiences: people who watched your videos, opened a lead form, or engaged with your Facebook Page or Instagram profile.

3. Lookalike audiences

A lookalike takes a source audience, such as your customers or best website visitors, and finds new people who resemble them. Choose a similarity range from 1 percent (closest match) to 10 percent (widest reach). Lookalikes built from your highest-value customers are one of the most reliable ways to find new buyers.

Use the audience type that matches the data you genuinely have. A larger audience is not automatically a better audience.

Meta builds these audiences from profile details, the content and pages people engage with, activity on sites and apps that use the Pixel, and purchase and device signals. Since the iOS 14 privacy changes and stricter data rules, third-party data is limited and Meta leans on first-party data and the Conversions API. In plain terms: your own Pixel and customer data now drive targeting quality more than ever, so setting them up properly is the real advantage.

Targeting that works particularly well in the UAE

A few options earn their keep here more than almost anywhere else, because of how the country is made up:

  • Language as a proxy for community. Arabic, English, Hindi, Urdu, Tagalog, Malayalam and French each map onto a large expat population. Speaking to someone in their own language lifts response noticeably.
  • Expat and travel behaviours. Frequent travellers, business travellers, people currently travelling and commuters are all targetable, which suits property, insurance, banking, relocation services and anything aimed at a transient population.
  • Life events. Recently moved, newly engaged, newly married, new job, upcoming birthday. In a city where a large share of the population arrived recently, “recently moved” alone is a strong signal for furniture, schooling, car hire, telecoms and home services.
  • Device and operating system. Useful when your product is app-based, or when handset value is a rough proxy for spending power.

What Meta no longer lets you target

If you are working from an older guide, two things have changed, and both catch people out.

Audience Insights is gone. Meta retired the tool on 1 July 2021. It used to let you browse the demographics, interests and purchase behaviour of an audience before spending anything, which made planning far easier. What remains sits inside Meta Business Suite Insights and Ads Manager, and it is considerably more limited. Audience research now leans on your own Pixel data, your customer list and testing.

Thousands of detailed targeting options were removed. From 19 January 2022, Meta deleted targeting categories it judged sensitive, covering health, race and ethnicity, political affiliation, religion and sexual orientation, along with many interests connected to them. Meta has continued pruning the list since. If an interest you used to rely on has vanished, this is usually why. The replacement is broad targeting with strong creative, plus custom audiences and lookalikes built from your own data.

How to combine targeting

Layer criteria to sharpen an audience, and exclude the people you do not want, such as existing customers on an acquisition campaign. One shift worth knowing: for cold prospecting, broad targeting with strong creative now tends to beat very narrow targeting, because the algorithm finds buyers better than manual filters.
